A brand-new landmark and entertainment complex called Changzhou Linli Center (name subject to change)(长洲邻里中心) is planned on the Changzhou Island, according to a construction scheme released by Guangzhou's Planning and Natural Resources Bureau (Guangzhou Municipal Ocean Bureau).
Located in Huangpu district, the Changzhou Island spreads over 499 hectares (about five square kilometers), facing the Pearl River on three sides. It contains many historical and cultural heritage sites, the most famous of which is Whampoa (Huangpu) Military Academy founded by Sun Yat-sen. The island is also known as an ideal destination for a day trip away from the bustling downtown, especially for a cycling journey.

As per the document, the project will focus on the development and promotion of local cultural tourism resources. Apartments, star hotels, water parks, exhibition halls and children's palaces are planned on the island to further facilitate the life and travel of both locals and tourists.
Manufacturing companies like the Huangpu Shipbuilding Company on the island will be relocated to make room for cultural and commercial facilities. A Whampoa (Huangpu) Military Academy-centered culture tourism zone is also projected to spur the local tourism.
The size of permanent residents on the island, however, will maintain the current level.

The construction scheme also highlights the transport network on Changzhou Island, including new metro lines and water buses to bridge the island with scenic spots around. The Phase Ⅱ of Guangzhou Metro Line 7 will establish a station —Changzhou(长洲站)— within the block to interchange with Metro Line 8. Further, water bus routes will be added to connect the area with Nanhai God Temple (南海神庙), Canton Tower, Haixinsha Island and Whampoa Ancient Port (黄埔古港).
