The main route of Guangzhou Metro Line 28 is projected to span four cities — Guangzhou, Foshan, Shenzhen and Dongguan — as Guangdong is accelerating the development of intercity railway network in the Guangdong-Hong Kong-Macao Greater Bay Area, according to Ge Changwei, director of the Guangdong Provincial Development & Reform Commission.

With an investment of 95.3 billion yuan (about US $14.7 billion) , the east-west subway line is expected to stretch 107 kilometers and run at a maximum speed of 160 kilometers per hour.

It is planned to start from the urban area of Foshan, pass through Liwan, Haizhu, Huangpu and Zengcheng districts in Guangzhou and terminate at Songshan Lake (松山湖) in Dongguan, where it will then connect with Shenzhen through the high-tech hub's metro line 13, which is currently under construction.

As per the construction scheme of the subway route, the new line is expected to shuttle passengers between key business areas of these cities, including Qiandenghu (Thousand Lantern Lake千灯湖) CBD in Foshan; Baietan and Pazhou CBDs in Guangzhou; and Songshan Lake Hi-tech Zone and Dongguan Wanjiang Business District in Dongguan.

The branch of metro line 28, also under planning, will start from Xintang Station, pass through Gualyu New Area in Zengcheng district and stretch further to Huizhou.
