New regulation on house renting in Guangzhou

Guangzhou's new house rental regulation, requiring both the lessor and lessee to register the renting within 30 days of the contract signing, goes into effect today (December 1). The registration service can be accessed at the "穗好办" app.


The new policy also stipulates the minimum space required for a residential rental and prohibits landlords from renting rooms that have been refitted from kitchens, balconies, bathrooms or basements.


Video surveillance equipment must be installed at houses rented to groups of tenants, the regulation states. Individual violators will be subject to a fine of up to 50,000 yuan (US $7,595), while organizations will be fined up to 500, 000 yuan.


Zhuhai lowers household registration threshold for talents

The coastal city of Zhuhai in Guangdong province will relax its application threshold for household registration (also known as "hukou") for talented individuals, and lower the bar for the designation of talents for graduates. The new rule will go into force starting December 25 and remain in place for two years.


Under the rule, graduates with junior college degrees and from vocational colleges will be admitted into the city's talent system. Graduates holding a bachelor's degree can apply for household registration, within five years of graduation, at the local public security departments with their graduation certificates.


China's first export control law implemented

China's first law specifying export control comes into force on December 1 with detailed stipulations on export-control lists and measures.


China may take countermeasures against any country or region that abuses export-control measures and poses a threat to China's national security and interests, according to the law. Technical documentation related to the items covered by the law is also subject to export-control stipulations.


Export control is a common international practice in which a country prohibits or restricts the export of specific items, such as nuclear materials, in a bid to fulfil its international obligations like non-proliferation while safeguarding its own national security and development interests.


370 domestic air routes adopts market-based pricing

370 more domestic flight routes will adopt a market-oriented pricing rule from December 1, according to a regulation from the country's civil aviation authorities.


These routes mainly offer passenger flight services between second- and third-tier cities. To date, a total of 1,698 domestic passenger flights have adopted the market-based pricing system.


Requirements on drug record and data management issued

The requirements for drug record and data management (For Trial Implementation), issued by the National Medical Product Administration (NMPA), are officially implemented from December 1.


In accordance with current management laws and regulations on drugs and vaccines, the new rule puts forward principal requirements for the recording and data management of drug development, production, operation and consumption. It's part of the efforts to assure the reliability, accuracy, completeness and traceability of drugs' data.  


Chinese Pharmacopoeia Version 2020 goes into force

The 2020 version of the Chinese Pharmacopoeia will be effective from December 30, the NMPA and the National Health Commission jointly announced in a previous notice.


Containing 5,911 species in total, the newest edition includes 319 new entries, 3,177 revisions, 10 exclusions, and adjustment and merging of 4 varieties. The edition covered categories ranging from traditional Chinese medicine, chemical drugs, biological products and medicinal excipients. 


Pangolin, fructus aristolochiae (马兜铃), and herba aristolochiae (天仙藤) will be excluded from the Chinese Pharmacopoeia.
